Benefits Open Enrollment Time: Coming soon for 2025

Vision insurance is now available
As of 2024, all full-time employees now have the option to add vision insurance. Former Gold plan participants who wish to retain vision insurance must make this election during open enrollment.

For those that opted in for vision insurance through VSP, ID cards are not needed - members simply identify themselves as a VSP member and the doctor does the rest. For those that prefer to have a card, one can be printed by setting up a VSP member account.

Legal insurance is now available
Those that elected to receive Legal Insurance through ARAG can benefit from legal assistance on a wide range of needs from document reviews, wills and trusts, traffic tickets, buying and selling a home, and more. Using the legal plan is easy by going online, using the ARAG Legal app, or by calling Customer Care to meet with a network attorney virtually, over the phone, or in person.

Other benefit changes that require NO action:

Gold plan members transition to high deductible plan
The Gold plan is going away, and insurance coverage for members automatically moves to the high deductible plan. The same coverage level (single/family) carries over to the new plan.

Life Insurance, short term disability, long term disability and employee assistance program (EAP) provider will be changing to VOYA
Watch for more information prior to the effective date of July 1.

More money is going into VEBA accounts
The district contribution to VEBA is increasing to match the out of pocket maximum cost for full-time employees.

How to Use VEBA

All staff members on the high deductible plan can expect to receive new insurance cards in the mail from Blue Cross Blue Shield MN. Members also receive a VEBA debit card in the mail from YourWay/OneBridge Benefits.

VEBA funds can be used to cover out of pocket expenses. By using the card like a debit card, members can pay for qualified expenses such as office visits, prescriptions, lab work, hospital stays, and dental and vision services. Always request and save proper supporting documentation from the provider in case it's needed, but transactions may be automatically approved. If supporting documentation is needed, it can be submitted at portal.yourwaybenefits.com.

Don't have the card on hand? Not a problem!
Members can still use VEBA funds to pay for out of pocket expenses even if they don't have their card readily available. By paying another way, members can submit a claim at portal.yourwaybenefits.com with a detailed receipt. Once approved, members then receive a direct deposit of the reimbursement amount.

Event Tickets

ATHLETICS
Each employee and ONE guest receive free admission to home regular season Stillwater Area High School athletic contests.

The employee must wear their badge and remain at the contest with their guest.
Employees show their badge to ticketing staff at the entrance of the venue.
At home football games, enter via the pass gate at the main entrance to Pony Stadium.

FINE ARTS
Individual staff members are able to request one complimentary ticket to a Stillwater Area High School performance or concert. The staff member, must be the individual using the ticket.

Complimentary staff tickets are located in the last two rows of the auditorium. Those planning to attend a concert or performance with another person who is not a district staff member, do not sit together.
If a concert or performance has multiple dates or times, staff can select the one concert/performance they plan to attend.
Staff have an assigned seat even if all other tickets are general admission.
There are a limited number of staff tickets available. Requests are filled in the order received.
Those looking for additional tickets for non-staff members may purchase on Hometown Ticketing, however will not be seated together.
Unclaimed staff tickets are released to the public 48 hours before the day of the performance.
Community Education performances are not included.

How to Reserve Tickets

When tickets go on sale to the public, send an email to Amanda Gahlon at gahlona@stillwaterschools.org.
In the subject line of the email: Staff Fine Arts Ticket Request
In the body of the email include the following information:
- Name
- Assigned Work Location
- Name of Performance/Concert
- Time of Performance/Concert if there are multiple options
A ticket is then reserved and sent to the staff member via email.
When arriving for the performance, please have electronic tickets ready to be scanned by the usher.

Will I see a doctor?

You’ll see a HealthPartners advanced care practitioner who is a Physician Assistant. They’re certified to do many of the things a doctor can. They are employed by HealthPartners, this means that your medical information is confidential, just like when you to go your regular clinic.

What if I need medicine?

Well@Work can fill many generic medicines prescribed during your visit for FREE. Please note, Well@Work can’t fill prescriptions from doctors at other clinics.

Earned Sick and Safe Time

Employees now eligible for Earned Sick & Safe Time

Earned Sick and Safe Time (ESST) is the state legislature’s answer to making sure that every worker can have access to paid time off for things like illness, caring for family members, and maintaining their personal safety.

This legislation passed during the spring 2023 session and went into effect Jan 1, 2024.

The ESST law requires employers to provide paid leave to eligible employees who work in the state.
An eligible employee is considered as anyone who works at least 80 hours but does not include independent contractors.
Full time employees who received their time off allocations this fall are already in compliance with the new law and will see little change.
Most part time employees (those working less than six hours per day) will begin accruing sick leave on a schedule equal to one hour of ESST for every 30 hours worked to a maximum of 48 hours per year. This leave allocation is in addition to what was provided on July 1, 2023.
ESST is tracked in hours, rather than in days. This means that ESST will be available to use in much smaller increments than sick time has been available in the past.

Earned Sick and Safe Time can be used for a broader range of reasons than what is listed in the contracts and terms and conditions:

An employee’s mental or physical illness, treatment or preventive care;
The mental or physical illness, treatment or preventive care of an employee’s family member;
Absence due to domestic abuse, sexual assault or stalking of an employee or a family member;
Closure of an employee’s workplace due to weather or public emergency or closure of their family member’s school or care facility due to weather or public emergency; and
When determined by a health authority or health care professional that an employee or their family member is at risk of infecting others with a communicable disease.

Harassment and Title IX

Notice of Nondiscrimination Policy

Stillwater Area Public Schools does not discriminate on the basis of sex and prohibits sex discrimination in any education program or activity that it operates, as required by Title IX, including in employment.

District Obligation

The district has an obligation to respond to and investigate complaints of harassment (Policy 413) and/or Title IX violations of discrimination or harassment based on sex (Policy 522).

File a Complaint

If you would like to file a complaint because you have experienced harassment or discrimination based on sex, or have been a witness to either of these policy violations, please follow the reporting procedures outlined in our policies. You can submit your complaint to the district's Title IX Coordinator, who will ensure that your case is thoroughly investigated and addressed in accordance with federal and district guidelines. Your report can be made in writing via the form below, via email or handwritten and delivered. It can also be made verbally in person or via phone.

The district will take reasonable steps to protect the privacy of the parties and witnesses during the process to the extent it does not interfere with the ability to gather or present evidence.

The district and Title IX strictly prohibit retaliation against anyone involved in reporting, witnessing or investigating a complaint.

Policy 413: Harassment and Violence

Stillwater Area School District prohibits harassment, violence, discrimination and bullying in all forms, including on the basis of a person’s actual or perceived race, color, creed, religion, national origin, sex/gender (including harassment based on gender identity and expression), marital status, disability, status with regard to public assistance, sexual orientation, age, family care leave status or veteran status. If you or someone you know has experienced harassment, violence, discrimination, or bullying at school or at any school-related event for any reason, you may make a report to have the incident(s) investigated by the District. Any student, parent/guardian, or district employee may complete this form and return it to any administrator or the Human Resources Department. Alternatively, you may make a verbal or other written report to an administrator or Human Resources Department. Any district employee who receives a completed report form or any other written or verbal report will immediately notify the school principal or the District Human Rights Officer/Title IX Coordinator of the report, who will designate the person to investigate and resolve the report pursuant to the District’s policies and federal and state laws.

The District will respect the privacy of the complainant(s), the individual(s) against whom the complaint is filed, and the witnesses as much as possible, consistent with the school district’s legal obligations to investigate, to take appropriate action, and to comply with any discovery or disclosure obligations.
